The 2005 Helsinki MoU ended decades of conflict in Aceh, granting the province special autonomy and addressing human rights and reintegration of ex-combatants. While the agreement included broad provisions for peacebuilding, women’s participation was largely overlooked. Women, especially conflict survivors, have faced barriers to engaging in decision-making processes, resource allocation, and governance. Cultural norms, limited access to education, and the absence of gender-specific mechanisms in the peace agreement exacerbate these challenges. Despite their critical role in rebuilding communities post-conflict and disaster, women’s voices remain underrepresented in peace implementation, creating gaps in inclusive and sustainable development.

This initiative aims to empower women in Aceh, particularly survivors of conflict and the 2004 tsunami, by increasing their participation in post-peace agreement processes, particularly in governance and resource management. Through capacity-building workshops, advocacy campaigns, and forums, the project will enable women to actively engage in decision-making on local development, natural resource management, and post-conflict recovery. By strengthening women’s leadership, promoting gender-sensitive policies, and ensuring their voices in peace implementation, the initiative seeks to address the gaps in their participation, fostering inclusive, sustainable, and equitable peacebuilding in Aceh.

This initiative directly addresses the need for increased women’s participation in the implementation of the Helsinki MoU by creating pathways for their involvement in key governance and peacebuilding processes. Women in Aceh, particularly those affected by conflict, have been marginalized in decision-making roles. By building their capacity and fostering engagement with local and national leaders, the project supports a more inclusive peace process. Strengthening women’s roles in governance, resource management, and policy development will contribute to the long-term sustainability of the peace agreement, ensuring that gender perspectives are integrated into the recovery and reconciliation efforts.

Core Activities:

Activity 1: Conduct capacity-building workshops for women leaders in Aceh to enhance their knowledge of peace agreements, governance, and resource management.

Activity 2: Facilitate dialogue forums between women, local authorities, and key stakeholders to advocate for the inclusion of gender perspectives in peace implementation.

Activity 3: Organize community-driven advocacy campaigns to raise awareness on the importance of women’s involvement in shaping sustainable policies for post-conflict recovery.
